Which state in the continental US is considered to have the best Tattoo parlors?

This is taking the level of quality into consideration.

Both the quality of the art as well as the quality of the ink the tattoo artist is using

Well art is opinion,we can all order the same pigments from the same catalogs, unless you mix your own from powder, again available anywhere. from someone who has tattooed in a few states, what I can say is oregon is the strictest as far as licensing etc,and you can bet they have great artists and shops. But the rest is an individual opinion you can verify yourself by looking at the artists portfolio.

You will find great tattoo artists in every state. Houston, Tx and Nashville, Tn have a few great ones.

I think this may just be a personal preference thing. One idea that I’ve had is that college towns can have pretty good tattoo parlors. My logic in this is that there tends to be a high population of younger people and a higher than average population of "artistic" people in the area (with design students.) With so many people around artists may find more work and essentially receive more practice. Hope this is at least some food for though.
